You can wrap, but be prepared to be open when the bag is searched by hand. Most major airports are using a powerful X-ray machine, but still less to hand, and remain open gifts. The TSA website says it should, but I was traveling with wrapped gifts from PHX to IAH (Houston) to MCO (Orlando) and do not open it.
